Question... Is my filter broken????

Not sure about this but the wheel in the front of my filter is not spinning at a good speed or barely at all.. Does that mean it is broken, or is it just not supposed to spin much. All the input you can give me would be much appreciated!!

Bio wheels tend to spin really slow when it's cycled. I know this because the bio wheels on my Emperor 400 spun pretty slow.
