Quantity of fish

I know the 1 inch per gallon fish rule but just wanted to get some advice. I currently have a 15 gal with 5 white skirt tertras, 4 black neon's, and 2 cory cats. (11 total). I have an Auqa Clear 20 (Mini) and would like to add just a few more colorful fish, such as cardinal tetras. Would that be advisable? If so, how many more?

I'd say add another cory to make a decent sized group and leave it at that. You could possibly add one small gourami, but I'm not sure.
 
Based on the 1" per gallon rule, you are already quite a bit overstocked with at least 22" of fish (depending on what type corys you have). I don't believe I would add anything else unless it's another cory as OohFeeshy suggested and even that is doubtful. If the fish are young and small and you plan to upgrade to a larger tank soon, then you may be ok. You definitely need to keep a close eye on your ammonia and nitrite readings as the fish get bigger and begin to produce more waste.
