You also need to make sure they are freshwater as some are brackish and others saltwater. Anyway, dwarf puffers work in a freshwater, tropical 10 gallon. They are absolutely tiny but realy you should only keep one to every 5 gallons.
You could keep around 3 dwarves or 1 south American puffer (not for beginners, as their teeth need trimming) or 1 figure 8 puffer (again, not a beginner fish, as it is brackish).
