Puffer's On-going sickness

Well my puffer has been sick for a while now. Right when i purchased him I had to treat the tank for ich. It seemed to have went away so i just raised the water temp and only did a few days of treatment because i know they are not particularly fond of meds. I am not sure if i rid the tank of it however...all of my fish are fine except the puffer. He is breathing very heavily and had a white stringy thing above his upper lip. Now that is almost gone but he is sitting at the top gasping for air and still breathing heavily. I thought he might have some gill disease but everytime i start to treat i get cold feet because im not sure if its treating the right thing. Is this still a sign of ICH? I am currently treating for fungus though with maracyn. I am a little hesitant about doing this though and was thinking about picking up some melafix. Should I do this? I heard melafix is pretty good stuff. Can multiple medications be present in the tank? Any help treating my cute little guy would be greatly appreciated seeing as i dont want him to die :unsure:

PS. My puffer goes up and down in the corners of the tank, really fast on the going down part almost as if hes trying to rub off the disease on his nose...

:edit: WOA- I just examined him again and I his left gill is very swollen and red. His right one looks normal. Yikes! I have no clue! :dunno:
