Puffer Information Wanted

Hello,
I am debating whether of not, a fish I ran into at an aquarium is a puffer.
The fish was white, cylindral shaped, maybe 2 inches long, had front- looking brown eyes, with no readily apparent fins or tail. The fish appeared to hover more than swim.
I suspect it may have been a young puffer, but was different from the dwarf puffers due to coloring and lack of belly bulge.
It looked like a white floating cigar stub with large eyes that looked right at you.
I have had many different tanks in the past, many tetras, neons, fancy goldfish, plecos,
algae eaters, mystery snails, and some I forgot about because they were very aggressive, even though they were advertised as community fish.
I understand puffers are need to be single tanked, because they are nippers. I have a freshwater tank and my son is an expert at maintaining his tank. We have a closet full of testing, nutritional and other fish necessities.
If anyone recognizes the fish I saw, what would it look like in a mature state?
Do they like plant snails? Can they bond?
Any ideas on the identity of this fish and its care?

PS I saw someone advertising a snakehead fish to give away on Predatoryfish.com.
Wouldn't that be illegal to have one of those as a pet?
