Problems

Ok one of my silver tail tetras was gasping for air in a lower corner of my tank whilst another of the same species was gasping at the top. Nothing seems to be physically wrong with them (no ich or red gills) so i dont no since i have an air rock and all that. . .i also did a 25% water change and the rest of the fish seem happier but those 2 still gasp . . .

And one of my head and tail light has white lips, i dont no wat this could be . . .plz help . . .

Do you know the ammonia, nitrates ??? How often do you do water changes?.
