Problems With My Ei Tank

I'v had my tank set up EI for about 3 months now. Recently I noticed some BBA reappearing on some of my wood. This used to be in my old 40g tank befor I knew about EI, so basically I had no nitrates back then. I killed it all with excel before putting it in my new tank. I've been keeping my new tank at 5ppm NO3, 1ppm PO4, using the chuck's planted calculator as a guide. I've since read on here that people have their NO3 levels much higher, as much as 20ppm to keep algae at bay. So, I've been gradually increasing the nitrate level in my tank. I can't get it above 10ppm. The BBA is gone, but now I have an algal bloom in the water (it had a green look to it) :-( . I don't get it, I the tank is heavily planted (around 75%) with plenty of fast growing plants like val and wisteria. Everything else is still growing like crazy and pearling ( I remove almost 1kg of plant matter every week in pruning). What can I do? Will a blackout of tank work? If so for how long? Please help, this tank used to look so nice, now it's horrible :no:

How important is that No Peaking rule? I mean..will algae really survive with 15 seconds of daylight, and continue to leave for another couple days?
 
yes it is important . its a well known fact that if you give the algae a 15 seconds shot of daylight it will grow stronger .jump out of the tank and kill members of your family while they sleep . so no peaking

Hard to know, but i would increase your CO2 levels as they are too low, i measure them at 23ppm, they need to be at least 30ppm during the photoperiod.
