Problem With Penguin Tetra

Some fish arrived today that I bought online, all seem fine except for one Penguin Tetra. When I first saw him I thought he was dead until I picked up the bag and he moved. I introduced him to the tank as normal with the other fish in case it was just down to travelling. He seemed fine once he was in the tank but in the last couple of hours he's been floating at the top of the water again and occasionally spins really fast. Can anyone help??

Not good when they spin they usually don't make it.
Stress to parasites, I would issolate him.
