This might not be an emergency but just to be on the safe side I am looking for insight on my DG. He swims fine and very colorful but when swimming he will occasionally curve his tail (see video attached) and also gets very stressed when I turn the aquarium light on but I am mainly concerned about him curving his tail.

It's just bending to steer in the slight water movement. It's how they turn around, much like the movement of a sail on a boat.
 
its also continuously glass surfing and looking visibly stressed I got him yesterday in a planted cycled 10 gallon tank with some black neons and cories

You got him yesterday. If he is as agitated in 2 weeks, then there could be a problem in your set up. But for now, that's pretty standard quarantine period behaviour.

okay do I leave the light off? everytime I turn it on he gets agitated
 
Try this instead. Get a dark towel, or dark paper and put it along the back and two sides of the tank. Right now, he can see out into the room and that is scaring him. Make it so he can only see out the front glass, and see if he calms down.

ok the sides are mirrored so just cover the back?
 
Mirrors may explain his behaviour. He's a territorial fish under constant attack from another male... or so he thinks.
 
It may be reflection from the glass. Cover it and see if it remains mirrored.

If it is real mirrors, then you won't ever be able to keep any territorial fish in that aquarium.

and It's not really looking at the mirrors its glass surfacing the front and back
