I just put some dragon stone in my tank after scrubbing it and soaking it for multiple days, but it has a bunch of spots I couldn’t get. The water immediately clouded up from the leftover clay. Is this ok for the fish, I turned my filter flow all the way up to hopefully get rid of it quicker.

The fish will be fine.

Ok, do you think it will clear up quickly, it is a 37 gal tank with a fluval 207. I was planning on picking up some more neon tetras today, but I am waiting until the water is clear
It should clear up fairly quickly. I personally think you could still get the neons today. They should be fine

The fish will be fine and the water should clear in a day or two. In the mean time, maybe look at getting some floating plants for the tank and a picture to go on the back. It will help the fish feel more secure. :)
Would it have to be a picture or could it be blank, like a black background, also I’m not sure floating plants would work because there is a lot of flow at the top of the water. Last time a plant came out of the substrate, it was floating all around the tank hitting everything

A black background is fine, I have them on my tanks. As a temporary background you can even use a black bin liner.

One way to keep floating plants being 'blown' around is to make a corral. Take a length of airline tubing and join the ends together to make a circle - they make little plastic things for joining lengths of tubing. Use a length of thread to tie the corral to a sucker on the glass so that it's held in place and moves up and down in place during a water change. The floating plants are then put into the corral.

Should I do water changes to help it along or just let it do it’s own thing

How long has the tank been set up, with fish?
