Pop-Eye

My little panda cory developed pop eye in one eye after turning the temperature up to battle ich. He didnt have signs of ich but I know he still might have it. Anyway I moved him to a 10 gallon QT tank and the pop eye is gone but hes got a film or something over his eyes. When he goes up to get air he spins down, like fast, crazy spinning. He seems pretty happy though. Will he be blind? Anything can I do?
