Poorly Penguin Tetra

Our last remaining penguin tetra looks really, really sick. He's lying at the bottom of the tank, looks like he's unable to move.
He's still breathing but it seems fairly laboured. Just wondering what it might be and is there anything I can do?

How long has this tank been established? What are you water parameters(PH, Ammonia,Nitrate, etc)? How big is the tank? What type of filter do you use? How often do you do water changes and how much?

Hope you can answer all these questions and then i will be able to assist you further
