Poliwag not growing...?

Hello, I have a young American Bullfrog (Poliwag) who I caught as a tadpole. He/she currently lives in what I think is a 30-gallon critter cage (I got it from a recycling center, and it passed the water holding test) but doesn't seem to be growing. Poli is 1-maybe 1.5 inches and I want to do what's best for her. Any suggestions on how I can improve her lifestyle and get her to grow?
 
Most Bullfrogs in good shape should be able to swallow a meal nearly as large as it is. And an adult will be able to eat large mice snakes, birds and other bigger rodents.

They become like 8 inch long w/o legs and are super messy. So enjoy the smaller times, loll

A bullfrog tadpole requires a good sized aquarium with clean, cycled water- just like fish.
They mostly eat on the bottom of the tank. While small earthworms can be a good prey item, I recommend avoiding red wigglers, as they exude a substance that is bad tasting at best; some hobbyists believe they are toxic. Other good food items include frozen shrimp, dead fish, and sinking cory wafers.
When the frog morphs into its adult form, it should be moved into a semi aquatic setup, and fed live insects.
