ok so my common plec is maybe 4 inches long and in like 3 months im getting a 30 gallon tank!

will a 30 gallon be big enough for him in 3 months? i have had him for like 2 and when i bought him 2 months ago he was 1 inch long! im guessing he may out grow the 10 he is in by then right?
 
The bigger tank the better but if you stock very lightly it will do ok in a 30G although the ideal minimum for a Common plec and any other plec that grows to a foot or more is 50Gallons.

The bigger the plec grows the slower it grows. It will be fine in the 30 for a while but will eventually outgrow it. There's no specific size or age, just use judgement and common sense and take it back when you feel the environment is too small for him. For the ten - feed him only lightly and he'll grow slower.
