Hi is it normal for a plec to shred its skin?

Sure it’s the skin and not mucous? If the water quality is bad then fish produce excess mucous that sloths off and looks like a white film on their body. Make sure the filters are working correctly, cut back on food and test the water.
If the water is not up to scratch start doing partial water changes using dechlorinated water that has a similar temp to the tank.
