Is this a spotted cory...if not what is it?

looks like a Corydoras ambiacus

Yep, spotted cory. That is the common name. There are several species sold as "spotted cories" includining c.ambiacus.

Yep, I'd say C. ambiacus too.

It might be a Corydoras surinamensis

So many species look the same...I'd say it looks a lot like my Corydoras delphax, too, although ravekiss' and cathyg's both look very similar, as well.
