Please Help My eels gone crazy!!!

I was just looking at the fish when I noticed the eel thrashing around, speeding round the tank and launching himself towards the cichlids. Later he swam around the surface and stopped near the top of the tank, but soon continued his mad flings. Then he dug himself into the sand and rested like he usually does. He was doing similar things the night before (but with out attacking the cichlids) but that appeared he was just exited for feeding, as he fed normally. The only phisical marking is a strange large circular white blob on one end of his tail. The other fish seem unnafected. Similar things happened to my birchir ages ago and he died. I thought it must be Acidosis and Alkilosis but this time it cant be as there is no change in the pH.

Water qualities are:

NO3: 10-25
NO2: 0
GH: 6d
KH: 3-6d
PH: 6.4

Everythings stable i.e. how its been for the last month or so.

please please please help i don't mean to seem paranoid but this is worrying.

Isolate him to a salt treated tank and add either furazone green or 2 drops of methy blue..and chg the water every other day...and keep the sand for him to burrow in.
 
The white blob on his tail can you describe it, does if look like fluffy cotton wool, or a slimey white milky appearance.
 
He's a tyre track eel and the blob is more slimy than like cotton wool at least I think it is, its very hard to tell.

Only thing when it looks slimey it can be bacterial or parasite, , what size tank, how many fish and which type, and does the eel look uncomfortable like he want's to rub himself as he feels itchy.
 
It is a 3 by 1 by 1.2 tank it a tyre track eel he is only 7 inches thats why hes in a small tank and there are two blue acaras with him. Also it looks like this slime stuff is speading. He is in amoungst the plants in the mid region of the tank which is unusual, hes not rubbing up against things.

You are aware that tyre track eels are predatory fish that grow to 36inchs long?

I would say your tank is about 30gallons, the eel most likely has a fungal infection after cutting himself due to his active behavior, so an anti fungal treatment is needed.
