Unless you're tank is seriously deficient in lighting there are plants that will work with nothing special done to the tank. I used the experimentation tactict - some that I introduced failed, some merely existed, others thrived. The ones that thrive, I keep. My planted tank is a 25 gallon with 40 watts of lighting, and a simple beach sand substrate. I also add an iron supplement to the water column.
Of course, your options increase if you start using serious lighting and co2, but it may take some time to learn through experience and get everything balanced right. I didn't want to be a gardener, I just wanted live plants for my fish.
Find out before-hand whether the fish you want will eat plants, some can mince them in no time. As far as chemicals go, never use any type of algaecide of course - whatever they say on the lable they are terrible for plants.
