Planting Bulbs

I have just received some bulbs (NYMPHAEA STELLATA) as they were cheap and thought it would be a nice addition to the tank which should give it a bit of colour with the red.

I've read that you should plant 1/3 of the bulb in the substrate and have the other 2/3 out of it. Could anybody confirm if this is correct or not?

when i had it i planted the whole lot, it grew.

I have never tried it that way, i dont know if it makes a difference?
