Planning A Pond..... Have Questions

I'm planning on a small pond. The first of my many questions to come is, how do i keep stray dogs and cats and frogs out? I have alot where i live.

i would suggest building a fence round it or putting a net over it the other option i know of is one of my friends built a brick wall up and put a pond in that

I have a 'scarecrow sensor by my koi pond to deter herons - it also deters my dog when he gets a blast of water. It is netted but unfortunately I still get frogs!
