i live in florida and i always remember piranhas being illegal to own. are they still?

also would a 75 gallon tank be big enough for a school of 4 or 5?

Yes, piranhas are illegal in Florida. A 75 gallon tank will be sufficient for 4 Pygocentrus nattereri, but I do not know what species you are refering to so please specify. Common names and piranhas do not mix at all, "black belly piranhas" could refer to numerous species, try to get a scientific name.
