when i take pictures of my betta, he kind of puffs up his fins and starts swimming around faster, am i hurting/ stressing him? i dont want to do anythng bad that will threaten his health i would die if i cause anything bad to happen

nope he's just flaring, when he gets all puffed up likethat he's just afraid that there are other males. Its like a peacock that bluffs himself up, a betta will do the same thing whne there are other males around, it's perfectly nromal (he probably though teh camera was threatening)

it's not gonna stress him out or anything, go ahead and snap the pictures
