I'm pretty sure GBD shows itself in the form of clear bubbles, tho I've only seen a pic of an affected eye.
I would say this is possibly lymphocytis...more white in color, forming clusters. aka cauliflower disease
It's a virus...can be contagious---your other fish are doing well? One reference suggests keeping the fish in quarantine for two months, then considering it safe. Another says sometimes it can take a whole tank---while other times it doesn't spread and the affected fish can go on to lead a long life, tho the 'stuff' may not go away.
No proven treatmt...maintain top water quality...may clear up on its own.
