Still could be better than a test kit. I don't know about you guys but on most test kits matching the colour from the test to the results is 9 times out of 10 a pure guess. Its always a "slightly darker than that but lighter than that one" which in real terms is a huge margin for error. The only test kits I find reliable in know what the results are giving is the ones like calcium kits where you add a couple of drops of regent at a time until it changes colour (not saying they are accurate either, just easier to read).

Something like this looks like a good idea to me and if the +/- 4% accuracy they state is correct its going to be a whole lot more accurate then a normal test kit where you have to play match the colour.
