Your mix of fish need different pH values. Your neons prefer acid water, pH lower than 7, and your mollys prefer more alkaline water, ph greater than 7. The neons will survive in the slightly alkaline water. They may develope alkalosis, but this only happens if the pH rasies too much. The fish will develope a thick mucus coating, more so over there gills, and it will result in them gasping at the surface to get enough oxygen. If your fish are fine do not adjust your waters Ph value.
The pH scale ranges from 1 to 14.
Now the technical bit. The range measure the number of hydrogen ions in the water. each increment in the scale represents a decrease of ten times than the previous value. Water of value pH 1 (strongly acid) has a value of 0.1 moles H+/L, pH 2 = 0.01 molesH+/L to pH 14 (strongly alkaline) = 0.00000000000001 moles H+/L. (H+/L = hydrogen ions per liter).
