Personality Or Illness

Hey all! I have a single fantail in a ten gallon tank (with plans to upgrade later). I've only had him for a couple months and a lot has been going on for me in that time so I haven't had much time for him other than basic tank maintenance and feeding. But now that I've had him for a while I've notice that he spends a lot of his time just resting on the bottom of his tank. I haven't had a goldfish for decades and at the time of course was a child and had it in a small bowl not knowing any better so I don't really remember what to expect as far as activity level and such. He keeps his place quite clean, when he is active he's going around the bottom and live and plastic plants "tidying" and he very much enjoys his meals so appetite isn't an issue. I haven't tested his water in the last couple of days as I moved last week and have done two approximate 70% water changes in the last two weeks, one in moving him to the fishsitter and one moving him from there to our new home. His behavior before and after the move is the same so it's not a new thing due to the stress of moving.

Anyway, is it normal for him to "rest" so often? Does he need a pal? Could two live temporarily in the ten gallon while I save up for a bigger tank? What about adding other coldwater fish instead of another fantail? Lastly, since I've gotten him I've noticed that his cheek on the left side of his face has grown nearly all the way over his eye so I wonder if maybe he's not active because he can't see very well. It's not a growth like a tumor or such, just his cheek. It almost looks like he got pumched in the eye only it's not bruised just puffy.
