penguin 175 shutting off

i bought a penguin 175 about a week ago and i had it on the tank since then along with my original filter. i would have taken the original filter off by now but my penguin shuts off sometimes for no apparent reason, and i dont want to have no filter running. to fix it all i have to do is wiggle the impeller assembly a little bit and hten it gets going again. it never goes for a long enough period of time to get any bacteria growing on the biowheel, it sux. anyoen ever have this problem, and how did u resolve it?
 
does it have a small gray lever on the back right that you can push down or pull up? I have a model 280 and when you pull it up that is tha maximum and once I did that and made sure the filter tank is 1/2 full of water it should work fine.
 
maybe the rubber piece inside is not set completely in the place where it should be. I believe that is the impellar part of it?? if that is not completely in, it could eventually skid out and stop working. just a thought.
