Peat Moss Substrate

hi i will be aquascaping my new tank soon with live plants & the view of keeping cardinal tetras which i know prefer a ph in the range of 6-7 unfortunatley my tap water is 7.4
My question is this if i mixed peat moss in with the plant substrate prior to planting & then use aquarium sand as the top finish would this help in lowering the ph

dont worry about it, it isnt important unless you are trying to breed them.
