How do I properly oxygenate my 10 gallon aquarium?

If you don't have live plants you could have an airstone with a pump. some fish like to play in the bubbles.

Can you put in live pants with a sand bottom


lfs guy said I couldn't. said they wouldn't root properly.

I have a sand bottom in my tank and I have very succesfully grown live plants. Your lfs is wrong I'm afraid. The best growing plants I have are Amazon swords, hornwort, and wisteria.
