Overflow Problem

Hi,

I have a 100 gallon freshwater tank which is 24 inches tall 18 wide and 48" long with a center overflow. My problem is the debris in the tank seems to swirl around and has a hard time making it up to the overflow. I have tried changing the input water stream to the base of the tank,side of the tank center of the tank, tried undegravel filters with the input water being channeled under the gravel so it would have to rise up through the gravel. I tried two different RIO's 2500 and then a 3100 to increase the circulation, nothing has worked. What I am now thinking is I need to build another overflow box perhaps 1/2th inch bigger than the current box. I would then drain the tank glue this new box around the old box but have the input holes in the bottom with some sort of adjustable plate for the upper overflow. Do you think this would work or should I remove the overflow and add two new overflows at each end of the tank. I see these tanks in fishstores with saltwater and they seem to be clear at all times. Fish stores just point me to internal tank filters but I do not see that as the solution.

Drop a powerhead on the bottom to increase circulation.
 
I have tried that approach and it just moves the debris around, still not going out the overflow
