Opinions On Tank Capability To Support 'red Plants'

Hi,
 
Looking for informed opinion as I'd rather not 'buy' any red plants for them to only die / suffer due to insufficient capability.
 
I have a Fluval 200 litre Roma tank, with dimensions: H 100 x W 40 x D 55cm
 
About an inch / inch and a half of sand substrate, and sizable ornaments though not sure how much volume they displace (so irrelevant I assume)
 
1x Arcadia Tropical 30 watt tube (FO30) and 1x classica 30 watt tube (FY30)....T8's
 
Would the light capability and tank depth support anywhere near a reasonable minimum standard to grow any red plants?
 
Excluding CO2 and fert, as want opinion on if light sufficient (as requires more work to change lighting).
 
Also what would be a low cost approach to boost the tank to meet the needs (if too much cost, I'll live without red plants!)
 
Lastly been reading up on red plants, and rather than list them, any informed opinion also on particular plant(s) as well if possible would be appreciated (I have no actual experience with red plants, only what I have read)

for colourful (red plants) you will need high lights, CO2 and nutrients for the plants to grow healthy and to look nice. 
 
following the WPG rule, with the lighting of 2 30bulbs that would be 60watts, then it would be around 1.1 WPG which is for low lighting. you'll need i believe 3 WPG for high lighting.
 
the cheap way of what i'm going to do with my 40 gallon when i found this

oops forgot to put the details,
 
you can get everything at home depot :D
 
you get the clamp lamps (number will depend on how big your tank is) around 16$ and it can hold 150W each
then you can get the growing lights there for about 5$ either 60W or 75W
 
and boom you got your lights for about (if you only got two, and the 60W bulbs) for about 42$
 
you'll probably want a glass lid or a plastic lid, you can either buy one or made one. 
 
you can make one for under 30$
 
in the end you'll spend roughly around 70$ compared to spending 100$ for the light, and then more $$ for another bulbs for the fixture, and more $$ if you need to change the canopy to fix it.
 
but when making it you can choose the look if you want lamps or the other style of growing lights. just do the amount of WPG before buying and you'll know what you need.
 
1-2 WPG is low light to medium light
2-3 WPG is medium light to high light
3+ WPG is high light.
 
going with stronger W then you'll need to support it with nutrients, ferts, and CO3 so that the plants grow nicely.
 
you get make your own CO3 system, just look on youtube. shouldn't be that hard, and for ferts, get tthe root tabs, and if you have the CO3 system that you made then boom plant tank should do good.
