oil on water surface

on the surface of the water in my tank is some sort of oil looking thing and around the edges on the surface is full of bubbles. how did this get there and how should i treat it?
also my fish look like they are always short of breath, they keep puffing really really fast. can any one help??

hey Rocky Its not really an emergency it just Causes a reduced amount of Air exchange with your water and an increased load on your fishes kidneys. The best way to deal with it is to Agitate your water like with a pump or air stone and put some new Activated carbon into your filter.

The problem is caused by Desolved Organic Compunds (mainly Fatty acids and Proteins that have been released your food with a little bit of DNA) Commonly refered to as DOC's

Don't worry this happens loads. I find it's at its' worst when the water has not been cahnge for a week. Normally it's just nitrates. The do look like that when they build up. By changing the water and ensuring that you skim off the top will help to remove this and also improve the aeration of the tank which = happy fish!
