Normal fin rot or fungal?

I have a tank of South American cichlids so they sometimes can get a little nippy. However, on one of my fish looks like in between the fins there is some white film or silk looking stuff. This has happened before and goes away just making sure.
 
to make sure put stress coat. if that works then its not
 
It's probably excess mucous produced by the fish to protect the damaged area. It can also be produced if the water quality is not good or if the filter, tank, or gravel is dirty.

The best way to prevent fin rot is by doing regular water changes, gravel cleaning the substrate, and cleaning the filter.
