Just wondering, if I have a new bigger tank, and I put most of my old tank's water in it (about 30% of the new tank) and move the corner filter from the old tank to the new tank at the same time work a new overhead filter, will I still get new tank syndrome?

In fact, moving water doesn't really help cycling the tank - moving the filter does, however. If you can, try to move all objects in the old tank into the new one as bacteria lives on the surface of objects (not water). Usually, largest proportion of bacteria lives in the medium of the filter.
 
moving some/all of the substrate will help.

you should be ok as long as you don't add too many new fish for a week or two
 
Thanks, everyone! I don't have substrate in either tanks, but I'll be moving the old filter to help the new filter along. Thanks for the clarification on water, in that case, I'll just put new water.
