You'll be happy with Flare alone. Not to mention the book of standards with betta genetics info galore. You'll be glad you did

Our bi-monthly bulletin, FLARE!, contains articles written by our members and are geared towards the beginner as well as the advanced hobbyist.
Within the pages of FLARE! you will also find the "IBC Stock Shop" which offers the reader a chance to purchase some of the best Bettas in the country. Since Bettas travel quite easily through the mail, it is possible for a member on the east coast to purchase fish from a member on the west coast. Bettas such as double-tails, wild types and unusual color varieties are often listed for sale by our members.
The IBC has established a Betta Pals program, where new members can receive a free pair of bettas to get started. The bettas are donated by IBC breeders and all a new member has to do is pay for the shipping. After joining, contact the Betta Pals Chairperson for availability.
When you join, you will receive a membership card, handbook, a tip sheet on how to ship fish to a show, a "Beginner's Guide" that contains an article on how to breed/raise bettas, and a "Technical Assistance Library Listing". From the TA Library you can purchase photocopies of articles that have appeared in past issues of FLARE!. Many of these articles are written by individuals whose names are synonymous with keeping bettas. Just about any aspect of keeping bettas can be found; from spawning, diseases, wild types, to photography, and genetics."

Welcome to the club Cation You'll love the packet you get eventually, TONS of stuff to read and flip through. And the Flare magazine is great, especially this months, hopefully they'll send you a copy of that with your packet, awesome articles in it (more than usual).

It took a few weeks for mine to get in.
It's funny, right after I posted this earlier, I checked my email and there was a letter from the IBC that came today - it said they send out the packets in the first week of every month to the members that signed up the month before. So they will be sent next week, whoo-hoo! I can hardly wait.
