New Gold Barbs acting weird

I bought a dozen gold barbs and a dozen neons.
I've noticed that the gold barbs well 5 of them seem to be hanging about behind one of my plants by the filter, one gold barb swims off with the neons and just shoals with them, the other 5 have just been staying in the corner for hours now.
Also the gold barb has been going up to one of the plants and has been eating some white thread coming off from the underneath of the plant, looks a bit like a cobweb.

How big is tank?
What is already in it?
Has tank been cycled?

That's normal for fish to hide in a corner together when you first get them. Give them about a week or so to get acclimated with the tank. I don't know what the white things on your plant are. They might be a fungus.

also in my previous post i meant to say half a dozen each!
