I have treated myself to a fluval 407, and wish to replace the media from my 307, I will use the bottom tray with black seeded sponges and 2 trays of seeded biohome ceramics, the white and blue sponges that go in the side will be new as they are taller than the 307, I will also have one new tray of unseeded biohome, will this be enough, not to cause a spike, or should I also need to use goop on the side sponges and the new tray, or would tetra safe start or stability also work.

Yes, adding a couple of doses of Safe Start in the first few days will give a boost to your filter, help the established media to stay healthy and promote the population of your new media.
