A school of 10 neons in a 40 long will behave differently in a 75 long. They’re both healthy, just act differently. So bigger isn’t always better.

It rather depends upon how one defines "understocking." A group of four or five neon tetras will be under stress continually, which in time leads to various problems (health, behaviours, lifespan, etc). Whereas a group of 10 will have less trouble, and (so far as we know) a group of 20 still less trouble down the road. The tank space is another factor; the more space the fish have, the less stress and better health; here I am considering relatively small tanks, say up to 100 gallons (378 liters) where the larger the tank the better (also allows more fish in the shoal). Very large tanks, such as in a public aquarium, provide the closet thing to what the fish would experience in its natural habitat, and such fish do generally behave differently than they do in the "small" home aquarium.
