I have 7 neon tetras and they are all fine but one. It has a white spot that is like puffed out now. I took it out of the tank and have it in a gallon container. I put part of a ick clear tablet in there and some aquarium salt. He keeps doing rolls and going upside down now though. He wasn't doing that in the tank before I took him out. Please tell me what I should do about him and how I can prevent the whole tank from catching this.

By puffed out what do you mean? If its fluffy then its more likely to be a fungal infection than ick. If you mean its raised above the level of his scales then it could be Ick. There are lots of remedies around for ick. I have had a lot of success with King british WS3.
Make sure that the container you keep him in is warm and gets regular water changes (putting in water from his home tank), add a small amount of aquarium salt and observe for a few days. If its Ick it wont kill him unless it gets real bad so its worth making sure you get your diagnosis right before treating with any chemical remedies.

P.S.
If its ick then its best to treat the whole tank in my oppinion, as its a parasite that only spends part of its life cycle on the fish.
