I have read on several websites that neon tetra breeding is extremely difficult. If i am not mistaken, the essentials for neon breeding is very soft and acidic water. For more info, try doing a google.
Yup, they are supposed to be similar to cardinals as far as breeding technique goes. They require very soft and acidic water, and their eggs are very sensitive to light. I've read various techniques, but none of them seem trivial to follow.
