Neon Tetra Swimming Weird?

One of my neon tetras has bulgy eyes, a bulgy body, and is swimming with his head down. His gills are also red and open. His tail is a little torn up but that is from other neons nipping him.
What kind of treatment should I give him? How should I give it to him? I have live plants in with my fish, can I put medications in with my live plants? Is his disease contagious?

Please! Before my tank goes downhill fast.

The only recommendation I would have made, would have been euthanasia. At that point it was to far gone.
You shouldn't get upset with everyone here, there is an emergency section just for that reason.
