Neon Tetra Question

So i've got 4 neons..and one seems to have trouble. All the others are normally swimming, but she has her tail slightly higher and has to struggle slightly to stay towards the bottom..is this a swim bladder problem?

tank is 10 gallons
only other tank mate is a baby gourami...maybe she's pregnant or bloated??

i've been changing the water 25% every day because im fish-cycling...

it looks like she is swimming downward with no luck? then i would say its a swim bladder problem...you can try feeding boiled peas or just stop feeding until she is better, then feed more sparingly
