Neon Tetra disease

I have a neon tetra that has very little red colour and as far as I know he never really has had.

I had one die a few weeks ago with no outwardly signs of disease.

I have now noticed a milky patch appeared on one of the other neons yeaterday and today noticed a lump on one ide just behind and above the gills. No scales splayed out, just a lump.

Any idea's what it might be? I'm thinking NTD or could it be something else?

If it is NTD, I need to euthenise don't I?

I have some neons in quarantine right now that got ick upon arrival and following that they lost color and had maybe fungus? some kind of white puff on them. I began treating the tank with a combo of melafix and pimafix for 7 days and it seems to be helping.
 
If I remember right Neon Tetra Disease will stay in an aquarium even with no Neons present. Then when you get more Neons they sadly suffer from the same fate.

I'm pretty sure is doesn't affect other fish.
