Neon tetra biotope

Hello

I was wondering if any of you tetra fans has ever created a biotope for your tetras and more specifically the neon. I am trying to create one but ran into a small problem. If I add oak and beech leaves to the tank along with peat, mud and sand, how will I be able to vacuume it?
Also, do any of you know where to get actual bog wood for a non-outrageous price?
