Need new filter

Grrrr I just typed a long question and my computer erased it. Heres the basic question:

Can someone suggest a filter for a 55 gallon tank that works very well even if the water level is 6-8 inches from the top of the tank? Its a turtle tank, and the turtle is a huge bioload so I need a very good filter. I have a Penguin 330 now and water flow is literally at a drip. The filter can be HOB or canister or whatever I just need one that will work in this situation. I usually have fish in here too (too big for him to eat of course) but they've died because of the lack of filtration. Now the 330 doesnt work at all. My budget is about 100 bucks, maybe a little over is absolutly nessecary. Thanks in advance.
 
I would suggest an aquaclear 500. they are 35 dollars and work great. You could try that or an Emperor 400 (45 dollars) both would work. Personally i prefer the AC filters but its up to you. If you would like a canister try a floval 304 (about 90 dollars). You can get these filters at thatpetplace.com for those prices.
 
You may find it tough to find a filter with enough power to pull water 6 to 8 inches above the surface. I don't know that an Emperor 400 would do it; I know from experience that my Emperor 280 will not. It just makes a lot of gurgling and mechanical grinding noises. Not enough head pressure. I think the 400 may have two impellers instead of one, but I'm still skeptical. That's asking a lot for a pump to pull water that high.

Hang On Back filters don't really have enough media to support a large tank, such as a 55 gallon tank. It's best to go with a canister filter. Eheim is one of the best. Fluval is also pretty good. You can find them cheap at Ebay.
