Need Help With Lighting!

Im looking for some advise on my lighting from anyone willing to help. I currently have a 14g tank which is moderately planted. I only have one 15w T8 light which works out at roughly 1 wpg. I have noticed some of my lower plants are stuggling a little and my glosso isnt forming a carpet but instead starting to rise up which indictates a lack of light. so can anyone advise me on if i should upgrade my lights and what to get? i have no co2 by the way. many thanks

anyone any ideas? i was thinking of going with t5 tubes but would that mean i would have to get a new starter unit suitable for t5's? or would one work with my current t8 unit?
