Need advice, is my betta sick?

2 questions:

1) My betta has some brown areas on the sides and top of his face (pics attached). Could this be velvet or some other fungus? He also shimmies his head back and forth in the water sometimes (not fast).

2)His tail has white edges and the color has "blotches" and "dots" through out the tail, not discolored but just some dots of darker blue when viewed against the light. I've read that the white part means he is recovering from fin rot, but also I've read that it is a sign of fin rot in other places.

I've also noticed his gills pulse a little less than once per second, is this too fast? Does it indicate sickness?

Should I treat my betta? And can anybody recommend a medication? Should the whole tank be treated?

Sorry for all the questions but I really don't want to lose a betta to sickness, I lost my first one to swim bladder disease :(

Nitrite: 0
Nitrate: 40ppm
Hardness: 120ppm
Buffering Capacity: 80ppm
pH: 7.2

if u think it may be sick.....then treat it.....i recomend "betta max", it's a fix all medication......let me know how it's doing

dsscingular, maybe melafix i think it's called? i forgot the name....maybe it's macronym....
 
no-your betta is not sick. he is piebald and perhaps butterfly (color traits that have nothing to do with being sick)
