mysterious speckles in tank

on closer inspection of my tank today i thought the outside glass on tank had water splash marks but then i realised that these tiny white speckles are in the tank and i just wondered if it was start of algae, they are tiny little feathery looking things (if this helps?!?) and there is millions of them?
 
If the tank has only been running for a few weeks then you could be seeing small colonies of bacteria, the type you see in the filter housing. This is a pure guess though! :p If it is bacteria you could be nearing the end of the cycling stage of the tank.
Alternatively it could be a fungus of some type!

I would just put it down to bacteria as well. I would recommend that you get a magnetic algae scraper from the pet store, they only cost a few pounds. That should help to clean the glass very effectively, loosening the bacteria into the water where the filter can do its worst
