CAn't see vid from work but sounds like cyano.

What's the water stats and what water source are you using. I have the same problem and it's probably down to my RO filter being knackered!

My water stats are really good and i get my RO from the local store.

What TDS does the local fish shops fresh RO water have?

The algea sounds like Cyno, if it's the same apperance but different colour to the algea visible in your sand bed in the video. There are many listed causes of it, but take wach with a pinch of salt as there is little evidence to back-up the claims for each...

In-efficient skimming
High Phosphate
High Nitrate
Low flow in the affected area (There appears to be very little flow over the bottom front in the video, those star polyps aren't moving  )
Source water with high TDS readings

All the best
