i think the steriliser would be better on a closed loop personally, ideally from the first chamber.
is that a sponge at the end of the pump? Or is it a pipe?

Yeah, if your goal is to culture pods to feed a mandarin, than a UV sterilizer is not for you. If your goal is to keep pathogens at bay long enough for fish's immune systems to kill them, running UV off your return pump is a great idea. Only concern is the flowrate... It might be better to tee it off the return pump line as UV sterilizers (especially small ones) usually require lower flows to get enough dwell time to actually kill stuff.
If the algae is free floating, it may die (but would be eaten by marine organisms in the live rock as well), but if its not free floating, that UV isnt gonna do much.
